Biography

Mr. Mohammad Naiem Haqmal, son of Mr. Mohammad Kateb, was born in 1980 in a devout and intellectual family in Saripul Province of Afghanistan.

Mr. Haqmal is a fellow member of the Association of Chartered Certified Accountants (ACCA). He is also a member of Chartered Institute of Public Finance and Accountancy (CIPFA) since 2015. With his Bachelor’s degree in Applied Accounting from Oxford Brooks University, England, he obtained his Master’s in Business Administration (MBA) in 2013 from World Wide Science Business School, specializing in strategic management.

Beside his higher education, Mr. Haqmal received several of managerial and professional trainings in Statements of Financial Position Analysis, Basic Accounting Principles and Framework, Financial Audit, Environment Management System, Cost and Price Analysis, Financial Disclosure, Standards for Financial Statements, Business Writing and Cyber Security Awareness, from USAID and UNDP  in inside and outside of the country.

Mr. Mohammad Naiem Haqmal has over 12 years professional work experience in management, accounting, financial management and auditing across private sector, International and multi-lateral agencies, projects, Banking and Government. He first started his professional career with CARE International in 2007 where he dealt with accounting matters. Subsequently, he joined World Bank Project in ministry of Agriculture, Irrigation and Livestock and worked as finance officer and after his excellent performances, was appointed as financial manager of the same project. 

Thereafter during 2012, he served in a financial services firm, Afghanistan Holding Group (AHG) as Finance Manager, where mostly involved in providing trainings to the finance and accounting staff and in charge of obtaining tax clearances. After the end of project in 2012 he joined Internal Audit directorate of the Ministry of Finance where he served as Audit Specialist. In addition, he worked as Finance Officer with the United Nation Development Program (UNDP) in the area of Sub-National Governance for two years starting in 2013.

Afterward, he moved to the USAID and served as Financial Analyst for two years since 2014 and at the same time he has been teaching ACCA at American University of Afghanistan (AUAF) since 2014.

Mr. Haqmal served as Deputy Minister of Acquisition, Technology and Logistics (AT&L) of Ministry of Defense of Afghanistan after working as Chairman of the Kabul Bank Receivership Commission.

He has been appointed as Auditor General of Supreme Audit Office based on a decree of President of Islamic Republic of Afghanistan.

Mr. Haqmal is fluent in English and speaks official languages; Dari and Pashtu.
