Memorandum of Understanding Signed between the Supreme Audit Office and Kabul University

A Memorandum of Understanding (MoU) was signed at Kabul University between the Supreme Audit Office and Kabul University aimed at professional cooperation of Kabul University's specialized staff in the area of audit, capacity development for the employees of the Supreme Audit Office and provision of internship opportunities for the students of Kabul University. In this ceremony, Mr. Sayed Bilal Hashemi, Deputy Auditor General of Audit of Performance and Information Technology, Mr. Najib-ur-Rahman Rahmani, Deputy Director of Finance and Administration, Mr. Sayed-ur-Rahman Rahman, Director of Professional Development of the Supreme Audit Office, Dr. Mohammad Othman Baburi, Chancellor of Kabul University, Mr. Mohammad Shafi Sharifi, Deputy Chancellor of Scientific Affairs, Mr. Faisal Amin Deputy of Students’ affairs and some members of the leadership board of the both parties were present.
The signing ceremony of the MoU between the SAO and Kabul University, commenced with the welcome notes of Mr. Mohammad Osman Baburi to the senior delegates of the Supreme Audit Office, and then described the duties of the Supreme Audit Office as critical and serious in the current situation. He said, “The leadership of Kabul University is happy to sign this MoU with this valid organization of the country. He added, "according to this MoU, Kabul University is ready to cooperate in capacity development of both parties and pledges to work side by side with the Supreme Audit Office in the areas of research and other areas."
Then, Mr. Sayed Bilal Hashemi, Deputy Auditor General of Audit of Performance and Information Technology, said, "Signing of this MoU will benefit both parties to achieve the common goals, Kabul University can provide support to the Supreme Audit Office in various areas”. Mr. Hashemi added, “We hope that the signing of this MoU will pave the way for major contracts between the Supreme Audit Office and Kabul University in the future”.
The main objectives of this MoU are providing the opportunities for exchanging professional consultations and scientific experiences between the two parties, using the professional expertise of Kabul University staff in conducting the audits, improving the academic affairs of both parties, creating internship opportunities for the students of Kabul University, and capacity development of the Supreme Audit Office staff.
According to this MoU, Kabul University will pave the way for admitting the staff of the Supreme Audit Office in its master degree programs; in addition, it will cooperate in review and revising the curriculum of the Professional Development Training Center of the Supreme Audit Office.
The Supreme Audit Office will also provide scientific/research projects opportunities for the students of Kabul University and will invite them to public audit reporting programs.
According to this MoU, Kabul University, in addition to providing the opportunities for admitting the staff of the Supreme Audit Office in its master's programs will also cooperates in the review and revision of the curriculum of the Professional Development Training Center of the Supreme Audit Office and, if necessary, will cooperate SAO in conducting the audits.
Notwithstanding the above, Kabul University will offer short-term training programs in the areas of correct spelling etiquette, principles and basics of public policy, research methods, planning and management, reporting principles and other training programs for the Supreme Audit Office staff.
At the end of the ceremony, both parties expressed their gratitude for the cooperation between the two sides and wished for further successes of the both organizations.
